Can I Fix My Eyes Without Surgery?

hi, so i have hooded, downturned eyes. they're not severely downturned/hooded, as you can see in the picture but the definitely don't look how i want them. they're one of my biggest insecurities but i have no money for plastic surgery to make them upturned.

is there anyway to make my eyes noticeably upturned, without makeup or plastic surgery? i was thinking face tape at night, or maybe facial massages but i want something that will help my eyes stay that permanent shape.
